Accumulation is one of the practices of mankind since the beginning of civilization. Cavemen used to store water for their needs, slaughter animals and save their skins, to protect themselves from the sun, rain, and cold.
the first Savings Department was started in 1944 under the Public Debt Act 1944 in Shimla, undivided India.
 During the subsequent regime, this office was running the activities under the Ministry of Finance.
After independence, under the guidance of the Father of the Nation, Bangabandhu Sheikh Mujibur Rahman,
the National Savings Corporation was established under the authority of the Public Debt Act, 1944.
Its purpose and goal was to encourage the people of the country to save, create emergency financial
security through savings and establish themselves as a self-reliant nation out of co-dependency.
 On the other hand, government budget deficit financing and inflation control ‍and the
contribution of National Savings Organization for conducting development activities is undeniable.
In 1981, Wage Earner Development Bond was introduced to collect remittances and at the same time 7 special savings
 bureaus were started in important places of the country including Dhaka to increase the sale of savings schemes.
 Later on July 31, 1984, this office was converted into Inspectorate. In 1989-90,
the District Savings Offices started their savings operations under the name of Zilla Savings Offices/Bureaus.
 In 2002, two more bonds named US Dollar Premium Bond and US Dollar Investment Bond were introduced to collect remittances.
 at that time the activities of District Savings Offices across the country were managed under one Director.
 At that time, the activities of the Department of Savings played a special role in the overall economic
development of the country. From school banking to collection of savings stamps was an important aspect of savings activities.
On February 8, 2014, National Savings Directorate was upgraded to Directorate. This department is an
 attached department of Internal Resources Department of the Ministry of Finance.The head office
of National Savings Directorate is in Dhaka. There are divisional offices in eight divisional towns.
Sixty-four district headquarters have district savings offices. Also, 11 special bureaus have been
set up in the divisional cities including Dhaka city in view of the demand of savings schemes.
